Seattle streets are hardly safe to walk on

With the ozone depletion, I can hardly "hate" bikers... But I can also hardly walk downtown with out being run down by one of them... It is ridicules that bikers can't find there way on to the roads like all the other vehicles... Can someone tell me why doesn't the Seattle PD start ticketing the messengers that make walking on the sidewalks down right scary?
